Currently, in Panama there is Law 13 of May 10, 2017, which implements the teaching of English as a second language in all official schools. However, in the educational centers where we have been teaching the English language for many years, we have observed that the students present some deficiencies and lack of command of the English language. This aroused our interest in researching more about the learning of reading and writing abilities of sixth-graders. Although the population is admitted from preschool to educational centers with a bilingual education offer; after five years, they lack sufficient knowledge in the areas of communication such as vocabulary, reading and writing. This study is carried out in an educational center located in an urban area whose population is of an average level with family income above B/. 2,500.00 monthly. These invest in the education of their children to have better opportunities. This documentary study analyzes the situation of sixth grade students for an academic year in English language learning, which allowed us to gather sufficient evidence for the analysis of activities, exercises, writings and readings of 100 students involved in the Investigation study. Among the findings, it can be emphasized, on the one hand, the role of the teacher and his or her impact on the learning process of reading and writing of a second language, on the second hand, and the relationships between learning and the difficulties in learning.
